Yao-Jen Chang, Ph.D.
Biography
Dr. Yao-Jen Chang is a Senior Staff Engineer with Qualcomm since 2019. His recent and current research topics include high level syntax and low-level coding tools for MPEG video coding standards (e.g., VVC, HEVC, etc.) and the video coding methods beyond VVC. During 2017-2018, he built a video coding team at Foxconn, and led the team to develop next generation video coding technology toward VVC/H.266. Since 2013, he has actively participated in JVET and JCT-VC standardization meetings, and contributed 170 proposals to the meetings. He was a Vice-Chair and Coordinator in JVET and JCT-VC. During 2011-2013, he developed customized algorithm-level and ASIC-level IP for H.264/AVC and H.265/HEVC chips, which were sold to the businesses worldwide. He currently has hundreds of active patents worldwide, in which 70 are US patents. He has published 38 papers in the fields of video coding, machine learning, and communications. He was awarded "Outstanding Research Award" three times, respectively granted by Industrial Technology Research Institute, Interior Ministry of Taiwan, and National Central University. His current research interests include video/image coding tools, machine learning, and high level syntax for video coding standards.
